THE Ducati 1299 Panigale FE is the last of its breed – a sportsbike with a large-capacity V-twin engine that is being phased out for the new V4 powerplant.The question on everyone’s lips then: Is this special edition a fitting send off for the classic Panigale? We spent a week with the bike to find out.There’s no escaping the fact that the FE is a bit of a parts-bin special. It’s a mixture of the R, S and old 1299 — two thirds Superleggera for half the price.Or is it? It's a long-standing policy of the German government that every sector of the economy is supposed to be progressively decarbonized. Net zero national carbon emissions, or close to it, are to be achieved by 2050. That's why the automobile of the future is supposed to be electric. In 2010, the German government set a target of a million German-made e-cars on the road by 2020. "It's an ambitious target whose attainment will require many more steps," said Beate Braams, a spokeswoman for the federal energy ministry. "Since the government's e-mobility policy program was announced in 2011, there has already been quite a bit of movement." But as things stand, the government's e-mobility target doesn't look remotely plausible - and that puts its overall 2020 carbon emissions target at risk, too: a planned 40 percent reduction in overall emissions compared to 1990. Around 812,000 tickets are available in the first phase. The website experienced some initial technical difficulties but did not crash despite the heavy demand, organizers said.
